I think that our attitude should be if the Cabi-

granted from Home funds for University educa-

tion in China

- a policy which the S. of S.

does not feel justified in pressing on the

Treas.

the S. of S. trusts and urges that

its full share of such a grant may be allocated

to the University of H. Kong.

If money is going about, we must I think

do our best to get the Colony its share.

If the Cabinet are simply considering the

question of a grant to H.Kong, I don't think

we can pour cold water on it especially in

view of our letter on 19658/09, to which the

Treasury response was only niggardly, or at

any rate not very generous. The neutrality

shewn in our L.F. of the 19th inst., forward-

ing the present appetal to the Treas., is the

furthest we can go in helping the Treas.
